Small Business Relief lets an eligible UAE business be treated as having no taxable income for a tax period. Its revenue must stay at or below AED 3,000,000. It goes further than the standard corporate tax rate in the UAE. That rate only gives 0% on the first AED 375,000. With a valid election, the whole period counts as zero taxable income. Ask a corporate tax advisor to model when you’re likely to cross the AED 3,000,000 line.
It’s also a temporary scheme. It covers tax periods ending on or before 31 December 2029. Here is who can use it, how it works, and when it ends.
Who Can Elect Small Business Relief
Small Business Relief is open to Resident Persons for UAE corporate tax. That covers both natural persons and juridical persons (companies). The core condition is revenue. Your revenue must be AED 3,000,000 or less in the current tax period and in every earlier tax period. One good year doesn’t qualify you if an earlier year went over the threshold.
The Federal Tax Authority’s own example makes this clear. A Sharjah business owner has AED 1,900,000 revenue in the current period. They still can’t elect Small Business Relief, because the prior period’s revenue was AED 4,300,000. A breach in an earlier period blocks the current election. That’s true even if current revenue has dropped back down.
Who Cannot Elect Small Business Relief, Regardless of Revenue
Two groups can’t use it, no matter how low their revenue is:
Qualifying Free Zone Persons. A QFZP already has its own 0% regime on qualifying income. It can’t also elect Small Business Relief. The two reliefs don’t mix.
Members of a multinational group with group revenue above AED 3.15 billion. This rule stops large groups from routing small UAE entities through the relief. It looks at the group’s revenue, not the UAE entity’s own revenue.
If either applies to your business, Small Business Relief isn’t available, even if your UAE revenue is small.
What the Relief Actually Does
Electing Small Business Relief treats the business as having no taxable income for that tax period. That’s a broad benefit, but it has a trade-off. Other exemptions, reliefs, and deductions aren’t available at the same time. You can’t elect Small Business Relief and also claim deductions or reliefs from the standard regime. It’s an all-or-nothing swap for the period.
Tax losses follow the same logic. A loss from a period where you elect the relief can’t be carried forward. A loss from an earlier, non-relief period stays on the balance. You can only use it in a later period where you don’t elect the relief. Ministerial Decision No. 73 of 2023 sets this rule.
One point people often miss: the relief doesn’t remove the arm’s length rule for related-party deals. You don’t need full transfer pricing documentation. But related-party dealings still need to reflect market terms.
How to Elect
Small Business Relief isn’t automatic. You elect it inside the corporate tax return for each tax period it applies to. Say you used it last year and want it again this year. You have to elect it again this year, because it doesn’t carry forward. Businesses using the relief still register for corporate tax and still file a return. They simply report no taxable income for the period, if the election and conditions hold.
Some businesses don’t elect the relief, or don’t qualify. Their taxable income follows the standard rules, with the deductions and reliefs available there. See how to calculate taxable profit for UAE corporate tax for how that works when SBR is not in play.
What to Track Even While Relief Is Applied
The relief removes the taxable income calculation. It doesn’t remove the need to track revenue across periods. Eligibility depends on the current period and every earlier period staying at or under AED 3,000,000. So you need a clear, ongoing view of your revenue trend, not just a check at filing time.
Is your business close to the threshold and growing each year? Model when it’s likely to cross AED 3,000,000, well before the return is due. Crossing it with no plan leaves a scramble at filing time. The standard regime brings its own deduction and record-keeping rules. Preparing for them early pays for itself before your first standard-regime return.
Small Business Relief Is Temporary
Plan around this if you rely on Small Business Relief. It covers tax periods ending on or before 31 December 2029. Ministerial Decision No. 131 of 2026 extended it to that date in August 2026. The earlier end date was 31 December 2026. The AED 3,000,000 revenue limit didn’t change. Check the Federal Tax Authority’s website before you count on the relief for a period after 2029.
Frequently Asked Questions
If I elect Small Business Relief, do I still need to keep proper accounting records?
Yes. The relief removes the taxable income calculation for the period. It doesn’t remove your bookkeeping duties under UAE law. Your records still need to support your revenue figure and your related-party dealings.
Can I elect Small Business Relief one year and not the next?
Yes. You make the election per tax period. You can elect it in a qualifying year and not elect it, or not qualify, in another.
Does Small Business Relief apply automatically once my revenue drops under AED 3,000,000?
No. Nothing is automatic. You must elect it in your corporate tax return. Both current and earlier period revenue must meet the threshold.
What happens if I elect Small Business Relief but don’t actually qualify?
The FTA treats a wrong claim as a filing error. It can reassess your taxable income and add penalties. Confirm eligibility carefully, ideally with a tax agent, before you elect.
