UAE Free Zone Setup Cost: What You Are Actually Paying For

Two quotes for the same business can be three times apart. That does not mean one consultant is overcharging. They are usually quoting different things, and the gap sits in places the headline number does not show. We price free zone company formation in the UAE against the actual facility and visa count, not against a package headline.

This is not a price list. It shows what goes into the number, so you can put two quotes side by side and see which one makes sense.

The five things that set your price

Your activity matters, along with how many you want. Zones bundle activities into groups. Meydan’s standard licence covers up to three activity groups, and adding more costs extra. Two activities that sound similar can still fall into different groups.

What is usually inside a package

Most published free zone packages include the trade licence, the certificate of incorporation, the memorandum or articles, a flexi-desk or shared workstation, and the immigration establishment card. That gets you a registered company. It does not get you a working one.

What sits outside the package

Five items are often quoted separately, and they are where a cheap package turns into a normal-priced one.

Visa costs per person are often added on rather than included. Meydan prices investor and employee visas separately from the licence, along with the establishment card and medical and Emirates ID assistance.

Bank account opening is another one. No zone can promise it. Banks run their own checks, and most business accounts come with a minimum balance requirement that locks up working capital.

Document attestation and translation also sit outside the package. Foreign shareholder documents often need attestation in the home country and then legal translation. Both are charged separately.

Accounting and audit can add more. Some zones ask for audited financial statements at renewal. You still need bookkeeping once corporate tax filing starts.

Corporate tax and VAT compliance are similar. Registration itself is free. The work behind the filings is not, and it comes back every year.

Year two is the number that matters

Setup is one-off. Renewal is forever.

In year two, you pay the licence fee, the facility fee, the establishment card and the visa costs again. The total is usually lower than year one because incorporation items do not repeat, but it does not disappear. Some zones discount multi-year licences, and Meydan says it offers up to 15% off for longer terms.

Where cheap packages get expensive

Four patterns come up again and again.

A visa allocation that runs out is one of them. The cheapest facility often comes with the smallest visa quota. Hiring a third person can force you to upgrade the facility mid-year, at a cost nobody mentioned in the quote.

Activities added later cause another jump. Every added activity means amending the licence and paying for it. Listing everything at the start is usually cheaper than fixing it later.

A zone your bank is slow with can also cost you. Some zone and bank combinations move faster than others. Weeks spent opening an account have a cost that never appears on a quote.

An address that undersells you is the last one. For a business that invoices large corporate clients, the licence address is part of the pitch. That matters for some businesses and not at all for others, and only you can tell which side you are on.

How to compare two quotes properly

Put both quotes on one sheet, with a row for each of these: licence category, number of activity groups, facility type, visa allocation included, visa cost per person, establishment card, renewal fee for year two, and anything that is clearly excluded.

Most of the mystery disappears after that. Quotes that looked wildly different usually turn out to price different facilities and different visa counts. The higher quote often included the parts you actually need.
